Shashi Prakash Goyal Appointed As New Chief Secretary of Uttar Pradesh: Know Who He Is
The 1989 batch IAS officer has been working closely with Chief Minister Yogi Adityanath since the beginning of his tenure.
Shashi Prakash Goyal, who was serving as the Additional Chief Secretary to the Chief Minister of Uttar Pradesh, was appointed as the state’s new Chief Secretary on Thursday evening. The 1989 batch Indian Administrative Service officer has been closely associated with CM Yogi Adityanath since his early days in office.
Goyal was made Principal Secretary to CM Yogi in May 2017, right after the BJP formed the government in Uttar Pradesh. Since then, he has continuously served in the Chief Minister’s Office and was later elevated to the post of Additional Chief Secretary.
Outgoing Chief Secretary Manoj Kumar Singh formally handed over charge to Goyal on Thursday evening. The Yogi administration had requested the Centre to extend Singh’s tenure by a year, but that proposal did not go through. Singh was among CM Yogi’s most trusted bureaucrats and was handling several key portfolios such as Industrial Development Commissioner, UPEIDA, UPSHA, along with the role of Chief Secretary.
Sources indicate that Singh may soon be appointed to a key commission or a major public sector corporation.
After taking charge, Goyal said, “I thank the Chief Minister for appointing me as the Chief Secretary of Uttar Pradesh, the country’s most populous state. The CM’s priorities—particularly zero tolerance towards crime and corruption—will be my core focus. I will work towards ensuring fast and effective governance delivery.”
Following Goyal’s appointment, a significant reshuffle in the senior bureaucracy is anticipated soon, as Manoj Kumar Singh held multiple responsibilities—such as Industrial Development Commissioner, Chairman of PICUP, CEO of UPEIDA, UPSHA, and Project Director of UPDASP—which may now be distributed among other senior officials.
Sanjay Prasad, Principal Secretary to the Chief Minister and Home Department, regarded as one of the influential officers in the administration, is likely to be assigned additional responsibilities, potentially increasing his influence in the system.
Deepak Kumar, Principal Secretary (Finance), who was also seen as a strong contender for the Chief Secretary’s post and is known to have the CM’s confidence, may be given another key assignment.
With a new Director General of Police (DGP), Rajiv Krishna, having taken charge just a few weeks ago, the top-level administrative structure of the Uttar Pradesh government will now sport a refreshed appearance as it prepares for the 2027 assembly elections.
