The Karnataka Cabinet has approved a bill demanding that 50 percent of the administrative jobs and 75 percent of the non-administrative jobs in all private industries and companies in Karnataka, including Bangalore, be given to local people who know Kannada. The salient features of this bill are as follows:
Karnataka is ruled by the Congress party. Siddaramaiah is working as the Chief Minister. In this case, more employment should be provided to people from Karnataka in factories and companies operating in Karnataka. For this reason, there has been a demand for making reservation mandatory on behalf of the government for a long time.
Bangalore is the main reason for this demand. Because there are various major companies and industries in Bangalore. But mostly foreigners work there. Kannada organizations have been saying that people from Karnataka have not been given job opportunities and they have been accusing Kannada language of neglect in such factories and companies.
And even recently Karnataka has to provide 100 percent employment to Kannadas in government and private sector jobs. For this, Kannada organizations took part in protests and rallies demanding that a special reservation law should be brought. They also urged immediate implementation of the Sarojini Mahishi report recommending reservation for Kannadas.
It is in this context that the Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024 (The Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024) has been passed to ensure the employment of people from Karnataka who know Kannada in the industries and factories in Karnataka. brought The bill was tabled and approved in a cabinet meeting today at Vidhansauda, Bangalore chaired by Chief Minister Siddaramaiah.
Subsequently, this bill will be tabled in the Karnataka assembly and will be passed. When this bill is passed and passed into law, Karnataka natives who know Kannada will get benefits like job reservation in factories and companies across Karnataka including Bangalore. Some of the salient features of this bill are as follows:
- In private industries and other companies in Karnataka, 50 percent of the administrative jobs and 75 percent of the non-administrative jobs should be made compulsory to appoint Karnataka natives who know Kannada.
- According to this bill, a person born in Karnataka will naturally belong to that state. On the other hand, from other states, they must have resided in Karnataka for 15 years and must be able to speak, write and read Kannada fluently.
- And they should have a secondary school certificate with Kannada as a language. Else must pass the Kannada Proficiency Test prescribed by the Nodal Agency recognized by the Government of Karnataka.
- If there is no availability of qualified local people, those companies, industries should provide 3-year training to local people affiliated with the government and employ them. Companies can also get relaxation during this period. However, at least 25 per cent local people should be appointed in administrative category and 50 per cent local people in non-administrative category. It has been reported that the bill includes details such as a fine ranging from Rs.10,000 to Rs.25,000 if this is violated.
