In the Supreme Court case filed by the Tamil Nadu government, a written argument was submitted on behalf of Governor R.N. Ravi.

As all arguments from both sides were completed, the court decided to reserve its judgment. In the written submission presented on behalf of Governor R.N. Ravi, it was emphasized that the Governor has independent powers under the Indian Constitution.

Furthermore, the argument stated that the Governor is not always required to act solely based on the advice of the state cabinet. Specifically, it was mentioned that if a bill, which had previously lapsed, is reintroduced and passed by the legislature before being sent back to the Governor for approval, there is no constitutional obligation for the Governor to give assent to it.

Additionally, the submission argued that the Supreme Court’s verdict in the Punjab case, which mandated a specific timeframe for Governors to approve bills, does not apply to the Tamil Nadu situation. Therefore, the Tamil Nadu government’s legal arguments based on that judgment are not valid in this case.
